The installed capacity of the new rooftop PLTS is 140 MW, ESDM wants to boost it using this method

Jakarta - The use of rooftop Solar Power Plants (PLTS) is encouraged to increase the achievement of the New and Renewable Energy (EBT) mix. However, the development of rooftop solar PV has not yet been optimal.

"With the various obstacles faced, the development achievement of Rooftop PLTS until December 2023 has only reached 140 megawatts (MW), so it is necessary to accelerate the development of Rooftop PLTS," said the Acting Director General of New, Renewable Energy and Energy Conversion (Dirjen EBTKE) of the Ministry of Energy and Resources.

Minerals (ESDM), Jisman Parada Hutajulu in the Socialization of Minister of Energy and Mineral Resources Regulation Number 2 of 2024 at the Ministry of Energy and Mineral Resources Office, Central Jakarta, Tuesday (5/3/2024). Jisman then explained that the government has been encouraging the implementation of rooftop solar power plants since 2018. One of them is through Ministerial Regulation (Permen) of Energy and Mineral Resources Number 26 of 2021 concerning Rooftop Solar Power Plants Connected to the Electric Power Network Holders of Business Permits for Providing Electricity for Public Use (IUPTLU) .

"We believe that this challenge can be overcome with hard work, innovation and collaboration of all stakeholders, including government, academics, business entities, media and society," he explained. Jisman said that the PLTS Rooftop Program is expected to encourage domestic solar module production. With a target of 1 GW of rooftop PLTS connected to the PLN network and 0.5 GW from non-PLN every year, assuming a capacity of 1 solar module of 450 Wp, production of 3.3 million solar panels is required. This will encourage the growth of the solar module industry in Indonesia. Indonesia has a great opportunity to develop the Rooftop PLTS industry. Because, on the upstream side, Indonesia has silica sand raw materials that can be used to support the solar cell industry. Thus, the Rooftop PLTS program is expected to support the planned development of the upstream solar cell industry in Central Java, Batam Island and Rempang Island.

"So it is necessary to determine the PLTS quota every year that enters a system," he said. Nevertheless, Jisman explained that the requirements for business units to apply for PLTS Rooftops had been made easier. The government presents an electronic PLTS Rooftop service application. Especially for Non-PLN IUPLTU holders, a Rooftop PLTS Integrated Service and Reporting System (SIMANTAP) application has been prepared. In the future, SIMANTAP will synergize with PLN's application.

"With this application, it is hoped that the implementation of the PLTS Rooftop program can run well and transparently," he concluded.
